Appellate Court Remands 4 Winds: Review Scope Uncertain

HARTFORD — The state Appellate Court has remanded consideration of the proposed Four Winds development to the Town of Groton Inland Wetlands Agency. The scope of the IWA’s reconsideration has yet to be determined.
