GOSA Appeals Site Plan Approval of 4 Winds Project
NEW LONDON–Groton Open Space Association appealed to the Superior Court Oct. 14, 2004, the Town of Groton Planning Commission’s approval of the site plan for a 147-unit “residential life care community” proposed for the Watrous property on Noank-Ledyard Road. GOSA contends the commission failed to perform an adequate review of environmental and zoning aspects of the project.
